The unilateral actions taken by the United States government, is symbolized in Hollywood movies where the monolingual Americans complaining to bilingual person "What the hell are they talking about? I do not understand a shit. What have you been doing studying this nonsense?" It symbolizes the unequal relationship between the monolingual citizens and the people in the other countries. Those who speak the language are always depicted as the 'friends' or at times, enemies. The hostile attitude toward bilingual person including the way they tease and the way they 'lead' the person, is exactly how they look at 'the rest of the world'.

They certainly do not have the right to force those movies.

Japanese government -- the follower -- does not have the right to force that on Japanese people.
