The President Obama stated that the security breach was unacceptable when the passenger with a plastic bomb got on the airplane. The NCTC, National Counterterrorism Center had the information from Nigeria's US embassy, and the suspect's name was on Terrorist Identities Datamart Environment. The FBI, though, did not seem to have the name on its No Fly List nor Secondary Screening Selectee List. The suspect got the visa in London, 2008. The director of FBI is Robert Swan Mueller II who was appointed in September 2001. There seems to have been an effort to have collaboration among institutions such as Counterterrorism Chief John Brennan, Attoney General Eric Holder, DHS secretary Janet Napolitano, and the FBI. The plastic bomb uses PETN, pentaerythritol tetranitrite, sold on net at the price of $43 per kilogram.
