Anyhow this is just exciting how the discussion goes -- at COP15. The question is, where they draw the lines and make it a successful agreement. Can they avoid the agreement be, a proclamation of "hollow" agreements as the President Obama stated?
The talk between the Chinese Primier and the President Obama was something of closed-door type of deals. While the pressure seems to be on the Premier, his empty talk never tells us anything as always. It is not easy, to put the types pressure from the sides of democratic countries, to a country where there never has been an election to speak of. No matter how the people in trouble, its dictator does not have the needs to explain to its people.
The ways to deal with dictators -- one is to make a deal on security. Since they are fully aware that its people and the surrounding countries will not protect them, they would easily agree on securing its borders and on security accords.
The other is, sanctions.
