核開発を止めずに援助を続けたため、北朝鮮は核兵器を保有することとなった。圧力がなければ、核実験も行う可能性が高い。どのような平和を目指すのか、が問われている。

I would think that they know that the next world war would be devastating, which is doom to happen if China aquire weapons, unless they try to break the tie between Taiwan, S. Korea, Japan and the United States. The risk is as high as Iran getting nuclear weapons.
